Built at the Cannard and Burnsharp shipyard in Aquilea, Lancer and her sister ship Cavalier were launched in 2161 as long range cruisers designed to destroy enemy commercial vessels in foreign waters. The Navy Reformations of 2164 assigned Lancer to the Northern Fleet as Flag Ship for the Fleet Vice Admiral, which position she held until the flag passed to Cyclone in 2185. Since then Lancer serves as consort to Majestic under the flag of Admiral Sir Oliver Shardfox. In 1288 Lancer is commanded by Captain Harold Ivyspool.

Lancer's vertical triple-expansion steam engines were built by Scarsa-Manodopera Locomotive and Machine Works of Montegallo and her boilers were built by Hartspittle Engine Yards of Aquilea. The latter have proven ineffective with age and subsequently Lancer has been in need of reboilering for several years. Her current duties are considerably lighter than she was designed for and she is expected to be scrapped as soon as her replacement; Norland has completed her trials in 2189. Travelling at 10 knots (19 km/h) Lancer has a theoretical range of 6,700 nautical miles (12,400 km). She carries one Kettlesun electric dynamo to power her searchlights and provide interior lighting.
